Back in 2021, we blogged about forthcoming proposals to make it more straight-forward to keep a pet in rented accommodation and that the “no pet” clause could soon be a thing of the past. Much has changed.

Although, the recently implemented Renting Homes (Wales) Act doesn’t grant contract holders the legal right to own pets, they do have the right to ask. In turn, the landlord shouldn’t refuse permission without good reason. If there is solid reason for refusing, an objection must be made in writing within 28 days of a written request. The Equality Act 2010 grants tenants a legal right to an assistance dog such as a guide dog. In Wales, landlords can charge an additional deposit for pets, which can cover the cost of any damage caused.

Over the border in England, the Renters Reform Bill white paper is seeking to put more legal frameworks in place for pets in rental properties. For instance, pet insurance could become a permitted additional payment.

The Cats Protection and Dogs Trust have both welcomed plans in the Renters (Reform) Bill which will give tenants the legal right to request a pet in their home, which the landlord must consider and cannot unreasonably refuse.

“These new proposals will finally give renters the chance to experience the comfort, joy and companionship that comes with owning a cat, along with the security of knowing they can feel settled in their rented home.

“We were pleased to join up with our friends at Dogs Trust to highlight to politicians why these new proposals are so important to millions of people. We are looking forward to continuing to work with the Government to ensure the proposals give more renters the chance to finally own a pet in way that is fair and affordable for all.”
